yes. It will appears. but chinese input does not work. If I do it in Word. Task bar will be there all the time and a sign of Chinese is in upper-right too. Chinese input will ok. see attached image

把光标打到屏底，找个没有图标的地方 right-click select properties, un-check auto-hide the taskbar。关于输入法，我用的微软自带的IME，没出现过这种问题，你的外挂输入法，不知道支不支持最新 Chrome update，也许这俩互不配合。
