Volt also has zero emission. I can think about two problems for the system: for week days, there will be long wait to get to work, and for weekends, there will be long wait plus traffic jam to shopping malls.

San Jose is spending $4M, 9 months to perform a viability study. But I can give them the answer now.Think of Internet as a model.
- each cart is a packet, with a source and destination address (IP), classified with different priorities(DSCP), if we apply flow control, congestion management, congestion avoidance, etc etc., assuming there is enough bandwidth, everything will be OK.
If Internet works out well, I see no reason why this won't.

It will never work because of speed. Think about how much bytes can be transferred over wire per second, and how many carts can be transferred per minute.

I agree it's a great idea, but with too many issues to put into implementation. Every morning we get to work by driving on different roads and there are traffic jams. With Pod Cars it will get even worse.

It is better than subway system as it is still indivisually runned. Before leaving your home in the morning, send a text msg...it will be routed to the nearest pod station, a car will be ready for you when you get there and programmed for the destination. Jump on the car and you can start working with your iPad.
The cost is cheaper than subway - the car itself is very light weight as there is no risk of collision, due to the advanced centralized control in the "CLOUD".
And in 50 years or so when fossil fuel is running out, it may be the only sensible solution.
